Dr. Kerry Mark Joels
Dr. Kerry Mark Joels is the President of the Institute. Dr. Joels has a Doctorate in Aerospace and Education. His professional experience includes creative and leadership positions with NASA, the National Air and Space Museum, the White House, Challenger Center for Space Science Education, the Young Astronaut Program, and the U.S. Department of Health and Human Services. He has also worked extensively with multi-cultural educational programs and programs for disadvantaged youth for the Dignity of Man foundation.
At the National Air and Space Museum he created and established the Education Division. During his tenure the award winning educational curriculum and filmstrip program was developed. In addition, this division published the Air and Space magazine that provided curriculum and scientific information to
tens of thousands of educators.
Dr. Joels managed the Secretary's Executive Leadership Forums and received awards for his work on Total Quality Management while at the U.S. Department of Health and Human Services. He further developed curriculum and videos for the Department's courses on supervision and leadership. As a senior Organization Development consultant he focused on team-based organizational cultural reform specifically focusing on the components making the transition to team structures.
Dr. Joels has served as consultant to numerous computer software companies as well as serving as a task group member for the Congressional Office of Technology Assessment study on Satellite Distance Learning. He was also appointed to the Synthesis Group -- the White House
National Space Council commission studying the strategies for the next thirty years of space exploration.
His best selling Space Shuttle Operator's Manual
and the Mars One Crew Manual
are among Dr. Joels' publishing credits, which also include dozens of articles. He has also appeared as a guest expert on national and local television, radio, and in print media.
Dr. Joels is currently on the adjunct faculty of the University of Virginia.
Dr. Daniel W. Kunz is a principal consultant to the Institute. Dr. Kunz has a doctorate in Educational Administration and master's and bachelor's degrees in Mathematics Education. He has served as a high school mathematics teacher, tenured professor of education, director of curriculum for the State of New Jersey, National Educational Policy Fellow at the U. S. Department of Education, Director of Educational Products and Software Development for a major computer company and as a White House Loaned Executive.
Dr. Kunz, while in the corporate sector, developed three educational software products that won "National Educational Software of the Year" awards at the annual Consumer Electronics Show. Dr. Kunz also served, at the request of the Secretary of Education, on the National Task Force for the Transfer of Technology to Education and the National School Recognition Selection Team.
For more than a decade Dr. Kunz served as the Executive Director of the Junior Engineering Technical Society (JETS, Inc.). JETS is a nationwide organization for pre-college students interested in engineering, technology, mathematics, and science. As a consultant, Dr. Kunz developed leadership and management courses for executive level personnel. These courses, particularly the Executive Leadership Seminar, are conducted by the Federal Government and are offered to more than twenty agencies. Similar materials were developed for private industry.

Dr. Frank Withrow
Dr. Frank Withrow is a Director and principal consultant of the Institute. Dr. Withrow has taught at preschool, elementary, high school, and college levels.
He has developed early childhood programs in literacy and mathematics for disabled children and served as the senior educational technologist at the U. S. Department of Education from 1966 to 1992. At the Department he managed the development of fifty-four television series including "Sesame Street," "Infinity Factory," "The Voyages of the Mimi," and "Square One TV." He also developed software for early childhood literacy.
Dr. Withrow represented the United States at UNESCO, UNICEF, OECD, and the Council of Europe at meetings concerning the uses of technology in science and mathematics education. He was also appointed a Fellow at Batelle Memorial Institute studying the influence of technology on child growth and development.
Dr. Withrow also served as the Senior Technologist for Policy at the Council of Chief State School Officers, and then became the Director of Educational Programs at the NASA Classroom of the Future. He has designed school and residential facilities using appropriate educational technology particularly for people with disabilities. In addition, he has authored numerous articles, edited three books, and has over two-hundred film and television credits.

Peter Corte is a member of the TLRI Advisory Board and a Senior Associate of FBA, Inc. He brings more than 30 years experience as a manager of large, complex technology initiatives undertaken by Fortune 500 companies. Prior to joining FBA, Corte served in Corporate/Business Development with Raytheon Corporation and for ten years was Corporate Vice President/Corporate Development at SAIC. Serving in these and other positions, Corte developed extensive experience in government procurement processes and directed successful proposals in technology and systems integration programs totaling more than $5 billion in contracts.
In addition to holding senior positions in several prominent international corporations, Corte has founded and directed several private ventures. In 1993, Corte founded Orbitron Corporation in McLean, Virginia, an organization that provides consulting services in international business development and strategic planning. Under his leadership, Orbitron developed Educational Re-engineering ™ and Cultural Change Initiative ™ methodologies which address management education and organizational change strategies for very large corporations and government agencies. He has also served as Chairman of Total Learning Research Institute (TLRI), a not for profit education and leadership development organization based on NASA principles and educational methodologies. Over the past ten years, TLRI has developed advanced programs dealing with team-based solving of very complex problems, the capture of knowledge and its dissemination through distributed / distant learning technologies and protocols.
Currently, Mr. Corte is developing a system of systems approach for "Global Integrated Transportation and Security System"™ (GITSS) business. This strategic initiative has the potential to form the framework of a very large global maritime and intermodal transportation, C4I, asset inspection and tracking, and homeland security/defense system that will require large port modernization efforts. GITSS has been presented to various DHS, DoD, state, port authorities, architectural and engineering firms, international maritime organizations, and congressional staff. The IT architecture to support GITSS is in development. The genesis of GITSS occurred two years prior to 9/11.
Mr. Corte holds an MBA in International Finance and Business and has done post-graduate work in International Systems Integration. His earlier background includes computer science applications, international IT systems, high-performance computing systems and laboratories for Government and commercial clients. Additionally, he has designed/developed several corporate infrastructure.

Amy Bordeaux is a Senior Fellow and has a life long career in Education beginning as a science teacher in grades K-8 in Maryland, Virginia, the District of Columbia, and Belgium, and extending through graduate school at George Mason University, Virginia, as an assistant professor. She also worked in non-profit education as the Vice President of Education at the Challenger Center for Space Science Education where she oversaw the development of space science simulations, evaluation, and teacher training for twenty-five centers across the United States and Canada. As Vice President, she interacted with science centers and museums instigating educational programs and instructor development. Dr. Bordeaux also developed her own educational consulting business with NASA, Research for Better Schools, George Mason University, Educational Technology Think Tank, American Association for the Advancement of Science, the District of Columbia Public Schools, USA Today, and Total Learning Research Institute.
After earning her doctorate in Education with a major in Science Education Leadership, Dr. Bordeaux taught as an assistant professor at George Mason University in the Professional Development School, best practices in science education at the graduate school level. She also served as faculty advisor for a U.S. State Department grant with the Armenian Education Ministry in curriculum renewal for elementary science education, and assisted in the publication of several books on curriculum and professional development for teachers.
Dr. Bordeaux had the unique opportunity to expand her professional development expertise for educators and collaborate with experts nationally and internationally to develop a sequence of courses and evaluation in the emerging techniques of Counterterrorism following September 11, 2001 for the Department of Justice. She worked at FBI Headquarters in Washington, D.C., and at the FBI’s 56 Regional Field Offices nationwide in course development, evaluation, and instructor development. She also instigated and managed multiple contractors for the FBI. She is currently contracting with Cubic Applications, Inc., a defense contractor for the FBI, George Mason University, and Total Learning Research Institute, a NASA contractor.

Cooperative Activities of Drs. Joels, Kunz, and Withrow
In addition to the creation of TLRI, Dr. Joels and Dr. Kunz have worked together on various programs. Dr. Joels served as the Director of Curriculum, Dr. Kunz served as Launch Director, and Dr. Withrow as Technology Advisor for the Young Astronauts Program under the auspices of the White House Office of Private Sector Initiatives. These professionals were also on the founding committee of the Challenger Center for Space Science and Dr. Joels served the Center as Director of Facilities Design.
